It took a while for European transport policy to emerge and its evolution has been slow. During the 80’s the common markets started to play a role in transport thus liberalization became the main idea of transport policy. So the question whether there was a European transport policy in the 90’s wasn’t so clear as transport mostly concerned infrastructure and to relate it with policy was something unheard of. Also transport was primarily a national agenda item(The Gale Group,2008). Nowadays things have changed as we have entered in a new era and transport policy is directly linked with intermodality and strategic planning.
