Rationale Government Service Insurance System was created on November 14, 1936 under Commonwealth Act No. 186, also known as the GSIS Charter. Its goal is to promote the efficiency and welfare of the employees of the Government of the Philippines. Commonwealth Act 186, which is considered the first significant legislation in Philippine social security, initially provided for life insurance protection to all government workers. Before the establishment of the GSIS in 1936, there were several retirement plans in operation for specific groups, like the Philippine Constabulary under Act No. 1638, Public School Teachers under Act No. 3050, and Health Service Employees under Act No. 3173. The social insurance legislations that were subsequently passed show that the social security program for government workers has been constantly undergoing changes in basic structure, benefits schemes, ...





... 1. GSIS should have kiosk machines in any part of the country not only in the GSIS branches. 2. GSIS should organize workshops and seminars in order to enhance its members or users in using the kiosk machine and the eCard plus. 3. GSIS should also add some automated teller machines specially in places that do not have the luxury of having any ATMs so that users need not go to faraway places where there are ATMs just to have transaction with the GSIS. 4. GSIS should also make a policy that immediate action should be taken if any unexpected events occur during their transaction so that no member or user will have any problem. 5. GSIS should schedule applicants when to activate their eCard plus to avoid long lines of applicants.
