ATTITUDE OF BUSINESS ESTABLISHMENT OWNERS IN HIRING EX-CONVICTS Rationale A person’s identity—both in his own eyes and in the eyes of others—is very often tied to his occupation. One’s job may determine to a large extent the kind and quality of life ones lead. In penology and correction therefore, as in perhaps all the social sciences, the function and availability of employment are of great concern. According to some analysts, gainful employment is perhaps the most important ingredient needed to help ex-offenders pursue law-abiding, productive live; unemployment is one of the principal causes of recidivism among ex- offenders. Yet, despite popular sentiment regarding the desirability of giving a “second chance” to the person with a criminal record, socially imposed an almost insurmountable barrier prevent from obtaining productive and rehabilitative employment. Employers resist hiring ex-offenders because of perceived security risks that are often more imaginary than real. Due to the labor-market discrimination faced by ex-convicts, the different penal institutions in the country, as in the Provincial Jail of Pangasinan in Lingayen, are catering some sorts of rehabilitation pursued by the inmates while still serving their sentence.
