Executive Summary The University, according to Newmann, is “a seat of wisdom, a light of the world, a minister of faith, an Alma Mater of the rising generations. Newmann’s words are as true as today as when it was uttered. Administrators, faculty, personnel and students recognize this herculean but sublime responsibility. The University, whose faculty, staff and students form part of the country’s indispensable manpower, will be expected to provide proactive leadership in helping the community to cope with, adjust to, and profit from conditions of dynamic change. Given that its fiscal resources are substantially drawn from the public purse, our Campus cannot adopt a passive, reactive role to the challenges being faced by the country.
