1.1 Background to the Study
According to the United Nations Universal Declaration of Human Rights; Adopted and proclaimed by General Assembly resolution 217 A (III) of 10 December 1948, everyone has the right to education. The Declaration proclaims that education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory.
The United Nation (1989) Convention on the Rights of the Child, declares that States Parties should recognize the right of the child to education, and with a view to achieving this right progressively and on the basis of equal opportunity, they shall, in particular make primary education compulsory and available free to all and take measures to encourage regular attendance at schools and the reduction of drop-out rates.

The provision of education is one of the most fundamental undertakings of any government in the world (United Nation 1989) Since the attainment of independence, the government and people of Kenya have remained committed to the promotion of education for all citizens based on the firm belief that education is the vehicle for socio-economic transformation (Kabiru, and Njenga, 2001). ... and then arranged as per the objectives of the study while establishing patterns of relationships among the responses. These qualitative data will be quantified where possible along with data from the structured questionnaire items. Frequencies and percentages of the responses will be calculated.

Data from the interview schedules will be analysed by calculation of the frequencies and percentages each response will be occurring. Data collected from the Focused Group Discussions will first be coded whereby categories of responses will be identified, classified and then recorded on a prepared sheet as per the objectives of study. Frequencies and percentages of the responses will then be calculated for each response.
The analyzed data will then be presented inform of tables and graphs accompanied by appropriate descriptions and discussions. Personal opinions will be analyzed as guided by objectives of the study whereby they will be narrated or even quoted and where appropriate be incorporated into the understanding of the study.
