FACTORS HINDERING EFFECTIVENESS OF MONITORING AND EVALUATION OF PROJECTS IN NGOs: A SURVEY OF NGOs IN NYAMUSI DIVISION, NYAMIRA.
Project monitoring and evaluation is fundamental if the project objectives and success is to be achieved. Monitoring and evaluation of project improves overall efficiency of project planning, management and implementation. This study will seek to find out the factors hindering effective monitoring and evaluation of project. The study population will be all NGOs in Nyamusi Division. Sample will be NGOs properly selected because they have current projects. The instruments will be questionnaires. Analysis will be frequencies and percentages.

Project management is the discipline of planning, organizing, and managing resources to bring about the successful completion of specific project goals and objectives. A project is a finite endeavor which has specific start and completion date and undertaken to create a unique product or service which brings about beneficial change or added value. (wikipedia). The primary challenge of project management is to achieve all of the project goals and objectives while adhering to classic project constraints usually scope, quality, time and budget. The secondary and more ambitious challenge is to optimize the allocation and integration of inputs necessary to meet pre-defined objectives (wikipedia).Many projects have run into problems in the course of their implementation for various reasons. Monitoring and Evaluation is also critical for project management. It can identify the conditions under which the project is likely to succeed or falter. Moreover, it can serve as an early warning system for potential problems and it can lead to ideas for potential remedial actions. As such effectively delivered M&E results often provide the basis for decision making.
