Project monitoring and evaluation is fundamental if the project objectives and success is to be achieved. Monitoring and evaluation of project improves overall efficiency of project planning, management and implementation. This study will seek to find out the factors hindering effective monitoring and evaluation of project. The study population will be all NGOs in Nyamusi Division. Sample will be NGOs properly selected because they have current projects. The instruments will be questionnaires. Analysis will be frequencies and percentages.

The primary challenge of project management is to achieve all of the project goals and objectives while adhering to classic project constraints usually scope, quality, time and budget. The secondary and more ambitious challenge is to optimize the allocation and integration of inputs necessary to meet pre-defined objectives (wikipedia).Many projects have run into problems in the course of their implementation for various reasons. Some of these would have been averted had there been proper monitoring and evaluation carried out during the course of the project with the aim of improving focus and procedures of the project as it progresses and providing feedback on the project outcomes and successes to stakeholders. Moreover, it can serve as an early warning system for potential problems and it can lead to ideas for potential remedial actions.
