The failure in Somalia produced reluctance to intervene in Rwanda. The failure to intervene in Rwanda trigged the Kosovo intervention. Discuss Somalia has been buffeted by wars for years, and critics have proceeded to label the situation there as one of the most conspicuously unrecognized United States policy failures since the September 11 (eleventh) terror attacks.
