ASSESSMENT OF FACTORS AFFECTING FUNDS

The objective of this study was to assess the factors effecting funds management in organizations with a case study of Nairobi City Water and Sewage Company Limited. The study narrowed its research undertakings into the four effects which were; financial management, corporate governance, billing systems and investment profit. These effects were addressed by the study objectives. The population of interest in this study consisted of customers of Nairobi Water Company, employees who serve customer and the management staff of the company. The study in total targeted 240 organization staffs. The study used questionnaires as the major data collection instruments and they were issued to the respective respondents through the use of stratified random sampling technique, this contributed to a sample size of 60 respondents. The data collected was analyzed through the use of quantitative and qualitative analysis and presented in form of charts and tables. This assisted in making the summary of findings, answering of the research questions, conclusions and recommendations of the research study. The study found out that public organization financial management procedures differed with the employed financial management procedures. The study concluded that financial management function determines how organization expenditures and revenues are managed and controlled. The study recommended that the organization management should employ effective financial management practices through application of effective internal control processes and auditing procedures that are integrated with computerized financial management systems and allocation of enough resources to maintain sustainability of the system.The management should employ strategic profit maximization measures like minimization of total expenditure so that to facilitate achievement of the aimed investment profit.

Privatization is a fuzzy concept that evokes sharp political reactions. It covers a great range of ideas and policies, varying from the eminently reasonable to the wildly impractical. Privatization involves exchanging ownership of a relatively illiquid asset (state –owned company) for current asset cash. It also involves transforming (the production of goods or service) from the public sector of an economy into private ownership and operations. Privatization may also be said to be transfer of publicity asserts, management and activities of public sector to the private sector (Schmidt, 1996).
Privatization is well exemplified in the working of transnational corporations and global business conglomerates which seek buying out public goods, which traditionally, have been the preserve of the public sector. It has been argued that privatization of public goods and services inject efficiency since governments are traditionally not suited for business. ... organization experiences challenges in rating the price of volume of water sold to various customers. Billing systems helps to determine the total revenue collected by the organization and high rates of fraud in water bills rating negatively affects determination of the actual cost of sales.

Investment profit influences application of effective funds management strategies that helps to control total organization expenditure and revenue. Much emphasis on profit maximization leads to effective allocation of organization resources and this influences proper management of organization funds. Ineffective profit maximization strategies impacts negatively on organization funds management functions and this leads to realization of declined profit margin. Investment profit is therefore a major effect of privatization that greatly affects funds management in privatized water organizations.
