Lottery is a form of legalized gambling since there must be a result that favors one party who will get a prize. State lottery is administered under the ambit of the state’s laws issued for endorsing the lottery in an organizational mechanism. The states issue rules and regulations for the improvement of the lottery’s functions and its betterment in favor of all the primary stakeholders including the management team (Herrmann 2002, p148). Initially, in many countries including U.S.A. the lotteries were operated without any legal base. The practice continued unabated till the end of World War II.
