The use of electronic monitoring has been increased with the dawn of the new century. With the constant rise in prison populations, sparked by tough economic times, prisons and jails continue to become crowded. Electronic monitoring is slowly being recognized as an alternative to prison confinement. Courts are now taking this and other innovative measures to manage offenders. Increased use of electronic monitoring systems and other alternatives to prison confinement are associated with lower inmate numbers and in turn improvement of living conditions and facilities in the correctional facilities; this and other improvements that are considered to be among the indicators of development.
According to Jody Klein-Saffran (1997) the need to develop and provide cost-effective, practical and appropriate alternatives to incarceration lead to the need to use of intermediate punishment as a new measure. It is understood ...

3.6 Data collection Procedures
The data collection process will require a letter from the University and the Ministry of Justice. To acquire information, the researcher will administer the questionnaires to the respondents in the schools, brief them on how to answer the questions after which he will collect questionnaires for data analysis. He will also analyze records like class registers and mark lists to get more information.
3.7 Data Analysis Procedures
The data collected through the questionnaires, and written materials will be organized, coded and analyzed using graphs and charts
