AN ESSAY ON THE ROLE OF DEVELOPMENT AUTHORITIES IN RESOURCE UTILISATION. Background to the sector. Regional development is critical to poverty reduction in the Kenyan economy. It is also expected that effective planning, development and implementation of multi-sectoral programmes and projects will create a regional balance in development. As such, the role of the Ministry of Regional Development Authorities is to facilitate and coordinate regional development. As a step towards enhancing balanced regional development, the Government has since the 1970’s created six Regional Development Authorities (RDAs) with the mandate to plan and coordinate the implementation of rural development activities to ensure equitable resource development and promote regional socio- economic development through integrated planning and management. The RDAs are: Tana and Athi Rivers Development Authority (TARDA); Kerio Valley Development Authority (KVDA); Lake Basin Development Authority (LBDA); Ewaso Ng’iro ...

RDAs are in a better position to coordinate the implementation of such a system on a regional basis that cuts across several districts in an integrated fashion. This has to be implemented within a framework of integrated land use panning and land suitability assessments. 4. For such conservation strategy to succeed there is need for a mechanism to compensate upstream water users for their conservation efforts that benefit downstream water users. Communities upstream should be motivated to practice sustainable land management practices. 5. An integrated Conservation Approach should provide for Community- Private Sector partnerships. This would facilitate community linkages to private sector in order to encourage the private sector to invest in natural resources.
