TOURISM POLICIES AND PLANNING 1. DEFINITION OF TERMS Tourism policies are according to Pearce et. al. (1998) a set of guidelines to determine which specific objectives and actions should be pursued to meet the needs of the particular destination area under consideration. Thus they specify a set of objectives for a destination and programs and strategies that will be used to achieve them. These objectives are broadly- economic, social-cultural, environmental, consumer protection and service and industry competitiveness. Most policies are economic in nature although more countries are now embracing policies that are more holistic in encompassing environmental, social cultural and consumer protection, which is termed as sustainable development .On his part, Goeldner et. al.(2000) defines tourism policy as a set of regulations, rules, guidelines, directives and development/ promotional objectives and strategies that provide a framework within which the collective and individual decisions directly affecting tourism development and the daily activities within a destination are taken. In this, a tourism policy becomes the reference point or forms the guidelines against which future development in tourism should be evaluated. Tourism policy affects the extent to which all tourism activities that is product development, infrastructure development, marketing and promotion, ...





... and site levels. As such these should be consistent to the set policies irrespective of the level should place emphasis on continuous and incremental planning that is system oriented, comprehensive, integrated and environmental with a focus on sustainability and community participation.
This plans should be within the confines of the guiding principles of Enhanced visitor satisfaction, improved economy and business success, conservation and protection of base tourism resources and community involvement in tourism development.
In doing so the quality of the tourism product will be maintained while providing benefit to all stakeholders achieving the desired goal of Sustainable development
