1.0 Introduction
The chapter contains the background of the study, statement of the problem, purpose of the study, objectives of the study, research questions, scope of the study, significance of the study, time scope and the organization of the report.
1.1 Background of the study
Tax collections methods refers to the various ways and means of tapping/gathering tax revenue from the public. Tax collection refers to the efforts and means of getting money from the people which they are obliged to pay. The tax collection methods, being the various ways and means of tapping/gathering tax revenue will in the end determine tax yield. (City handbook 2000).
Any economic body needs funds to finance its activities. The funds are raised from various sources it may be from borrowing, gifts, and donations, taxes, public undertakings, or fines and fees.
Kampala City Council not being exceptional needs funds to facilitate its service delivery. Kampala City Council is under the ministry of Local government. Like any other local government set up, Kampala City Council derives most of its revenue from locally generated sources especially taxes ...

3.7 Anticipated limitations The researcher faced a number of limitations when carrying out this study and these include;
1. Officials of KCC were very unwilling to release any figures concerning the amount of tax collected during a given period, thus preventing the researcher from having a conclusive data about the revenue collected from taxes.
2. Funds necessary for meeting expenses like stationary, printing, binding and transport to the area of study were insufficient.
3. The area of study was limited to only one particular place because of the distances between the tax collection centers and insufficient transport funds.
3.8 Delimitations of the study. The researcher confined herself to only Kampala City Council (Headquaters) for purposes of overcoming the problems of increased transport costs necessary for covering the large area. Funds were got form my parents and relatives who managed to contribute a reasonable amount of money which enabled the researcher to put this final book in its present shape.
