A CRITICAL ASSESSMENT OF THE ROLE OF SMALL ENTREPRISES IN ECONOMIC DEVELOPMENT IN KENYA Introduction A 1972 report by the International Labour Organisation (ILO), on the unemployment problem in Kenya and the need to focus on the emerging informal sector as a partial solution to the problem started the crystallization of attention of policy makers on the small size enterprises in the country (Billetoft, 1996;ILO, 1972). The Government of Kenya has since prepared a number of sessional papers and development plans which focus on the development of micro, small and medium size enterprises in Kenya (Republic of Kenya, 1986; Republic of Kenya, 1989; Republic of Kenya, 1992; Republic of Kenya, 1994; Republic of Kenya, 1996; Republic of Kenya, 1997). The enterprises themselves have also increased in number to a level where in 1999 it was estimated that there were about 1.3 million micro and small size enterprises ...

While their significant economic contribution is well understood, their responsible
business practices have not been extensively studied for any meaningful interpretation to
be drawn. While individually each of these SME’s may not be a significant influence like
the large corporations, their cumulative social and environmental impacts could be
significant. This is already being witnessed in the erection of stalls and operation of fast moving food kiosks in Nairobi.
