Finally I will evaluate whether it is agriculture that provides the main constraint to development using the evidence presented. ...

The findings do not suggest that agriculture should be the leading sector but that agriculture and industry should both be considered important in combination and should not be seen as separate entities. The improvements of both sectors together will tend to enhance the development process. The policy implications of this are that the government should not focus on one particular sector but should try to balance funds across the sectors to achieve development.
