THE STRATEGIC PLAN OF THE INTERIM INDEPENDENT ELECTORAL COMMISSION IN KENYA(2008 - 2012)

Following the disputed results of the presidential elections in 2007 and the resultant post-election violence, a National Accord Implementation committee (NAIC) was established. The NAIC recommendations led to the establishment of the IREC that recommended a new electoral body with a lean policy making structure and a professional secretariat. The Parliament in 2008 Amended section 41 of the constitution thereby disbanding ECK and creating IIEC. The Interim Independent Electoral Commission (IIEC) therefore was created by the Constitution of Kenya (Amendment) Act 2008 to reform the management of elections, establish an efficient and effective secretariat and promote voter education and culture of democracy, among other duties and responsibilities. The strategic plan of the commission was prepared in line with the government policy that requires all public organizations develop their respective strategic plans. The plan is set within the context of the current constitution, the Kenya Vision 2030 and the IREC report (The Krigler Report).
