(PSU Code, 2001) The university’s vision is to become a dynamic, and productivity- driven institution of higher learning, recognized as a center of excellence in professional studies and technical training, with distinctive competence and leadership in research and community service. (PSU Code, 2001) Eight campuses situated in different towns of the province constitute the university. These campuses are located the eastern, central and western areas of the province in the towns of Sta. Maria, Asingan, Urdaneta, Bayambang, San Carlos, Binmaley, Lingayen and Infanta. A culture of excellence, prudent, discipline and uprightness should be inculcated and lived as work style for the organization to strengthen its stance amid the threats.
Innovation is one aspect that should not cease in an organization, especially in bureaucratic organizations. It is a tool to use amid competition. The university must innovate, update its curricular offerings, and open the offer new courses to compete with the mushrooming colleges and universities in the college.
