Weber’ theory of bureaucracy falls under the traditional model of public administration as such it lacks validity in the modern democratic administration although some critiques argue that it still is valid even in the current century. A bureaucratic organization is typified by formal processes, standardization, hierarchic procedures, and written communication. When operated sensibly, bureaucracy is efficient because it benefits from economies of scales and avoids duplication of effort whilst maintaining standards of quality. (Balle,1999).
